Hi Vanilla Cake, this once again brings up the "distractor" issue.
If there is a "but" in the sentence, the part after the but and before the comma is a distractor.
So, the sentence could be read like this.
All _______ to take part in next weekโs Mathematics Quiz.
Now comes the next issue: had prepared VS are prepared.
sed in different contexts to me, both sound correct.
Are prepared means that they are well-versed in what they need to do for the test.
Had prepared means that all of them had already prepared before thisโฆ -

The question read \"I had to pay the fine. Otherwise, I would have lost my license.\"
So, by right, this happened in the past.
IMHO it should read \"Unless I paid the fine, I would have lost my license\"
Otherwise, it could read \"Unless I pay the fine, I would lose my license\", but the question does not read \"I need to pay the fine. Otherwise, I will lose my license.\" -
