This website has 2010 Top school exam papers. Free delivery with min $30 order. Person-in-charge claims that the package will be delivered within 3 to 4 days upon submission of the order form. Pay upon delivery. I had submitted my order, they had called to acknowledge receipt, and will call again one day in advance to confirm time of delivery. I shall wait and see whether I will receive the papers. Will update then.

Yes, they do come with answer keys. Here's the list of the schools for my P3 papers:

SA1, SA2 (All subjects) - RGPS, NYPS, Aitong, NHPS, Tao Nan, Red Swastika, Catholic High, Pei Hwa, Rosyth, ACS, Henry Park, Pei Chun

CA1 (All subjects) - Pei Hwa, ACS, Henry Park

CA1 (Sc/CL) - Rosyth

CA1 (Sc) -CHIJ

CA2 (EL/Math/Sc) - Henry Park, Pei Chun

CA2 (CL) - ACS, Pei Chun

SA1(E/M/Sc) - CHIJ

SA2 (All subjects) - CHIJ

There's a few websites with free softcopy for 2004 - 2009 papers.
Or you can try Bras Basah. They have quite a lot of 2006 - 2009 papers on sale.

EDIT: Sorry, just read that you are looking for PSLE papers. That is available at POPULAR. It's not the real paper but specimen papers.
For those at Bras Basah, they are prelim papers from different schools.

the specimen paper you all talking about is at the end of the book which shows the specimen format of an exam paper

those sold at Popular comes with answer keys, though not 100% correct as these answers are not provided by MOE
