Yeah, the only PV I've done is as an actual parent of a child that is already in the schools. Afterall, doing PV is only to qualify the child to be given the privilege of applying under Phase 2B, not the privilege of a guaranteed place. Same for all children applying under Phase 2B - it's only a chance, not an absolute. -

hi 3boys, i think u made a lot of sense and i hear the points u have put forward. however until the day someone is able to propose an alternative system and prove that the current system is not workable/ extremely unfair, i doubt MOE will do anything to change the system.
Any system/policy is subject to change or improvements......but i agree with foreverj that this is unlikely till a better alternative fairer system is found.
Somehow, experience tells me that there isn't a system that pleases everybody. It all depends on which side you belong.

So its absolutely alright for schools to 'abuse' this system and exploit those willing parties - Such a good argument! Yes, the current system says tat it is a privilege (though I can't see how), not a right but who is to say that it cannot be changed in the future.

We all work with imperfect solutions most of the time in almost every aspect of life / work until a better solution is found and bring it on -

i'm not in that position either and don't wish to be - just feel for those who have to go through a process that is unfair and unnecessary so that they can give their children a head-start in life. -

At least for parents to put in PV hours, they have some contribution and in some way \"affiliation\" as such. Both PVs & students with connection(church/clan) then have the same priority in the same phase. I can't think of a better alternative. Do you have a suggestion? I do not think \"donation\" is an equitable alternative, by the way. Bc that would really segregate the \"have's\" & \"have-nots\" and not fair in my view. -

Most of the parents here have been successfully chosen to be PVs, chalked up the hours and qualified under Phase 2B...but we are informed and reminded that there is absolutely NO guarantee we have a place.
i think what the schools can do, at a very minimum, is to open a fixed no. of PV places and allocate the same no. of places to them. those who have completed the minimum required hours shld be guaranteed a place. if there are parents who do not fulfill the minimum hours, their places will then be released for the next phase. those who do not even get a chance to do PV can then give up altogether (and not waste their time doing PV) or try for phase 2C.
how to decide the no. of PV places to release? based on historical experience of seeing how many PVs get a place. but if they do implement this, will have to segregate the PV phase from the clan/church/grassroots affiliation. -

With regards to 'old boy/girls' affiliation, I can only say that when I was in school, I had to do plenty of fund-raising for the school, represent my school for competitions and tournaments and did well enough (psle & o levels) to help the school maintain its reputation, etc and so it's not fair to say that I have no contributions to the school.
As for church and clan affiliations, I do believe that have to be somewhat an active member (I understand for SHHK, its 4 years of active membership?) and also endorsed by the 'elders' so I'm guessing there is also some sort of contribution over there? -

fixed no./ % - most impt is allocate the exact no. of parent volunteers accepted so that no PV who has volunteered the minimum hours is disappointed.
