i have no doubt that as old boy/ old girl, the parents have already made their contributions. same goes for the other clan/church affliliated parents. why i single out the PV is that the parents are \"working\" solely for the schools whereas for clan/church/grassroots members, they are contributing to their clans/churches/grassroots groups and indirectly enjoying priviledges of school entry.That's what I said earlier - but it shd prob be a % instead of fixed no as the no of vacancies taken up in the earlier phases is fluid and changes from year to year. Spare people from the heartache upfront - instead of harboring a hope.
With regards to 'old boy/girls' affiliation, I can only say that when I was in school, I had to do plenty of fund-raising for the school, represent my school for competitions and tournaments and did well enough (psle & o levels) to help the school maintain its reputation, etc and so it's not fair to say that I have no contributions to the school.
As for church and clan affiliations, I do believe that have to be somewhat an active member (I understand for SHHK, its 4 years of active membership?) and also endorsed by the 'elders' so I'm guessing there is also some sort of contribution over there?

I know there are some schools that practise that - limit the number of PVs for \"mutual benefits\". The school also prefers to give the PVs their priority as they have contributed to the school, and not create \"disappointment\". But then again, the next question of how PVs are chosen - how to ensure fairness then?

Most of the parents here have been successfully chosen to be PVs, chalked up the hours and qualified under Phase 2B...but we are informed and reminded that there is absolutely NO guarantee we have a place.
i think what the schools can do, at a very minimum, is to open a fixed no. of PV places and allocate the same no. of places to them. those who have completed the minimum required hours shld be guaranteed a place. if there are parents who do not fulfill the minimum hours, their places will then be released for the next phase. those who do not even get a chance to do PV can then give up altogether (and not waste their time doing PV) or try for phase 2C.
how to decide the no. of PV places to release? based on historical experience of seeing how many PVs get a place. but if they do implement this, will have to segregate the PV phase from the clan/church/grassroots affiliation.
I also know of cases whereby PVs having chalked the hours but could not get the place. They were put on priority when vacancies arises during the school term. I've friends whose kids transferred to their school of choice once there were vacancies. -
Someone once told me that PVs stand a higher priority because they serve the school…thus the school doesn’t take in too many PVs so that there is a higher chance for their children to get in. Phase 2B is also for grassroots & religious groups.
While the school knows roughly how many PVs will register under Phase 2B, it doesn’t know how many others will register under grassroots and religious clans.
When we were told that we were accepted as PV, the school reminded us there is NO guarantee of a place. The worry stuck with us during those few months up till the time we registered our boy in the school…those few months were a torture.
It really sucks to be rejected after chalking up the hours, esp for parents who are both working. -

We all know or heard about small kids started training at tender age for Omlypics, isn't it ? and we streaming at P3 or P4 - how close are we to entrance exam for Primary school ???
Current system works the way it is intended to, only lacking transparency in PV - cos Principal have the sole authority on deciding who will be choosen but then how can we ensure 100% compliance ??? Tranparency is needed in order for accountability to set in. -

Friend's daughter in HKG had to go for an 'interview' before getting a place. The daughter has to learn to answer questions like, parents' occupations, hobbies etc. That would be stressful on the kids. Why transfer the stress to the children ? -

It's not fair to set entrance exams for kids. Keep the stress to the parents, don't transfer it to the kids. -
