The speech verb is not pushed back further into the past, that is you do not change 'declared' to past perfect.

You cannot say 'had not have'. The direct speech uses the past perfect. Your 'had ... have' is not a verb tense.

No need for a comma before the conjunction 'so'.

I would say no, although I understand your thinking about tense consistency.

The past perfect is mainly used to convey the idea of an earlier event or condition, which in this case is lack of time for preparation. Having to wing it is a subsequent event and does not deserve the past perfect.
