The residents also have to shouldered part of the blame. They did not raise alarm despite hearing quarrels and screams of help, it was reported that some even saw traces of blood. Earlier, they even saw workers going there with towels and did not raise any alarm!

How do you know if the residents never kpkb b4?

how can you be sure that the TCs never turned a deaf ear to the resident's \"noise\"?

So residents now everytime see any workers using water or around must go alert TC? I thought is norm to see lots of workers around. Some even sleep downstairs in noon...

This incidence is really gross. Luckily the water supply was cut off early at 11am.

Rule of thumb: once u see unusually coloured water, do not use it at all :scared:
              haha,quite right.scary

Guess we can do with some common sense. Workers with towels to the rooftop??! I used to live on the top floor, i don't usually see workers going up to the rooftop, except whem they are washibg the floor.

A Bangladeshi cleaner was given a discharge not amounting to an acquittal on Tuesday for murdering an Indonesian maid, whose body was found at a rooftop water tank last year.

Md Repon Mostafa, 29, was originally accused of causing the death of Ms Ruliyawati, 30, who went by one name, at the rooftop of Block 686B Woodlands Drive 73 on May 16 last year.

A month later, the Sembawang Town Council replaced the water tank following a petition by residents.

The prosecution tendered five fresh charges against him.

It doesn’t mean that he’s not guilty and a totally free man. It’s just that there is lack of evidence or other reasons and if they decide to charge him again, they can still haul him to court.

So do they risk incarcerating an innocent man or do they risk letting a guilty man go?
