As long as one parent is Hokkien, that parent can join the clan. The other parent and children can then enjoy the benefits of the clan membership without being members of the clan.

Yes Tao Nan is included. As long as your Birth certificate indicates you are Hokkien, you can join the clan.

I'm already considering PVing for Tao Nan, but if joining the clan allows me to not do PV, then....hmmm....it might be an option.
