KTKLN for indo maid?

Just came back from the Indonesian embassy today. Put my maid's passport in for home leave processing, then I went up to 2nd floor to ask anout the KTKLN.
They have this handout printed (its in Bahasa Indonesian) but it doesn't explained much. I printed out the online form from the website earlier to ask for a translation and what to fill in. Some of the data required include the maid's ID card#, parents and grandfather name and address (I don't know why they need grandfather name...), maid agency name, employer details, the maid's monthly salary, home leave visa# (therefore I have to wait till I get back her passport after home leave application if I want to apply online), etc.
The embassy person was kind enough to explain all the fields to me and provided some info.
The joke is that he informs me that even though you apply online, you can only collect it at the offices in Indonesia (the handout gave the addresses of the offices in the various states) AND the maid have to apply for insurance (1yr about 170,000RP; 2yr about 290,000RP). They have not setup the process to apply and issue the card in the embassy overseas.
I asked what is this insurance for as we have already got insurance coverage for the helper when she works for us, even the embassy staff says he doesn't know what the additional insurance if for and he would also like to know the reason!
Furthermore, he informs me that even some Indo professionals working in SG have trouble applying for the card. Even though they applied online, somehow the e-application had problem or didn't went through. Therefore, they end up going to the offices in Indonesia to apply again.
In the end, I've asked my maid that the 1st thing she does when she's back home is to go to the nearest office and apply for the card. Going to give her the money for the insurance as well (290,00RP is about SG$42)
Sigh...looks like another layer of paperwork to go through...and don't even know what's the justification for this... -

So, who is going to pay the insurance? The employer again? I thot I saw melk's post saying it is FOC?
Can you could share the list of offices in Indonesia for getting the pass done? My maid is going for home leave in Sept... Thanks! -

Her permit ends on 22/11/2011, and her passport in October 2012.
She intends to go back from 1/11/2011 to 15/11/2011.
I think the time frame is a bit dicy as it is too close to the expiry of her WP.
May I know when is the best latest time for her to go back?
Can she go home before she renews her permit and passport?

Luckily, my domestic helper told me she has the card. I think insurance should be borne by the domestic helper. They need it to come out to work & their government is imposing it. Really do not know the purpose of such card. They already have an identity card & passport & still this card???

My helper has been in and out of Singapore for more 10 years. She has never been asked to produce the card. My neighbour’s maid just came back from home leave, same thing, no one ask to check the card at immigration.
Guess, this is pure paperwork but sadly we still have to do it… -

Can't help grinning at your wonder at the request for \"grandfather name\" ....
But on thinking further, mayhaps it is necessary as Many Salimah working for us may have the Same Fatimah (mum) and Mohd (dad) ....
So Better Go one more layer up, to ensure the card issued is for the Right Person?? ....
So Going by what U experience, better for the Maid to apply the card when they back in Indo -

If U can Trust Your Maid to Come Back ....
Better Renew it before she go home.
Renewal of WP Can b Done within the Last Month of expiry, and no earlier.
So U could send in the renewal from 23/10/2011 onwards, still got time to get back all the doc before her departure on 1/11/2011.
If she go home, and come back after the expiry date on 22/11/2011, she won't be able to re-enter Spore using her WP.
Then U need to re-apply again, and the process could be lengthy.
(And U will have to GO MAID-less during the period ....)
Her passport can be renew in Spore in the Indon Embassy next year.
MOM will issue her renew WP up to 1 mth b4 passport expiry.
but upon her new passport renewal (think it's 3 years), U can apply to MOM to Update her passport data, as well as extend the WP up to the full 2 years.
Note : Indo Embassy want Employer to bear cost of their Renewal of Passport .... (think its $60+ ....)

I Help My Ex-Maid to Renew last year, And Embassy Charges >$60 ....
But Excluding, All the rest of Charges like photo taking, etc, wh R quite Ex, but have to do it there .... -
My maid actually has this card since she came 2 years ago. It will expire in 2012. She told me her agent in Indo processed for her. Therefore I think it is OK.
However I will not know how to extend once it is expire
