Yes and I strongly believe that for those schools who are popular during registration eg. demand way exceeds supply, they should stop accepting PVs especially when they have other source of 2B eg. clan, religious group, etc....
I am glad my kids' school don't accept PVs for that reason. Why give other parents' false hope and then at the same time require people to put in the time and effort to complete their PV when you can't even give them a place in the end????

It would affect the school's logistics in terms of teachers, facilities etc. And once you introduce this, it'll have long term implications. These students will move up from P1 to P2 to P3 and so on. So the school has to cater to these students all the way. And once you set a precedent, next year's parents will insist on the same - that the school increase its intake for them.
And what signal are we sending out to the other schools and parents? That the other schools are no good?
The schools will just have to incur the wrath of these PVs they turn away because of poor planning. Then they'll learn next year not to repeat their mistake. Just like the big hoo-ha caused by NYPS for the intake of 2008 where some PVs had to be turned away. They never made the same mistake again. Don't know about this year though. -

Thanks mummy of 3. I know for sure there will be balloting for Nanhua and this year place for P2C is only 28 places which is even lesser than last year. so % stats should be 1/3 or less. Wondering if any parents with kids in Pei Tong or Fu Hua who can advise me on the school ? Or some one from Qifa as maybe i should just secure Qifa in P2C whereby my kids can walk to school as school is less than 100m away

I am planning to apply for NanHua under P2C . I am within 1km . Basing on past stats of 33% chance for balloting within 1 km . I have plan B.
My plan B is to go either for Pei Tong ( within 2 km ) or Fu Hua in Jurong East ( further away approx 4 km + ) for P2C supp. Both schools do not need any balloting at all even for P3 ! The reason is because Fuhua seems to have pretty good results for last year PSLE . Any parents with children in Pei Tong or Fu Hua who can enlighten me ? Pei Tong seem more ideal as it is single session and nearer but the results does not look good.
The alternative plan is just forget about NanHua and go for Qifa where my house is merely meters away only and should have no problem getting in P2C.
Can some parents give me your opinions ?

No offence to any parents but it would be fair and square for everyone if all fall under the same category....Well, I know some may beg to differ from my point here but seriously this PV thing is really creating the big hoo-haa - already 2 cases here in JW area [last year West Grove and this year Rulang] :sad:
I agree with this point strongly,... I feel either the school should totally give away the PV system or they must control it really really hard... last year same thing happened for West Grove and I guess this year they controlled so guess it shouldnt be that bad....
I can imagine the ppl who did PV for Rulang and they had to be turned away even for 1-2 KM -

citizens to get double the chance when it comes to balloting is just such a lame effort to shut out noises from sporeans... PRs who are in popular schools now can register their siblings in phase 1 or those who were in popular school previously can be in Phase 2A2 while sporeans who did PV still cant get into the school.
I fully agree wth g2m6. The condo where we live...its unbelievable to see the number of PR's trying to get their kids into the local school that is really hot. Its not fair on the poor singaporean parents who live beyong the km range and have been doing voluenteer work etc and still see them loose their chances to all these foreigners..

PV system benefits both the parents and sch as sch needs some extra hands to help, and parents willing to put in hours for the benefit of the kids. However, it is communicated clearly that not all PVs will get into the primary sch as it depends on the vacancies and applicants and other factors like grassroot, church, clan, etc. As such, those offering services under PV and living beyond the 1km will have to be mentally prepared for ballot or even no chance should the adverse happen, and those within 1km might have to ballot too in case of over-application.

This situation has happened before, and to be fair to the sch, it is sometime beyond their control as they really can't foresee the other part (grassroot, clan, etc). As PVs, it has been communicated and up to the parents to decide if they still want to put in effort and take the chance. There are those who will take the chance, as they may be living beyond 1km and without PV, there is not a chance at all (compared with having a chance). You just have to weigh the pros and cons. -

PVs are more relevant to the school than grassroots leaders. So they should remove the priority for grassroots first. -

some schools are started by and still have strong bond with churches so this will probably stay. -
By the same logic, some schools are started by and still have strong bonds with clans so this will probably stay too :-). It is not an easy decision to set such policies.

Agree that grassroots should be removed from phase 2b. They should contribute becoz they want to contribute to the country. Not becoz they wanna register their kid to a popular sch.
