I believe Zoe Tay will find her way in to NYPS for her 3 boys. My friend whose daughter is in P1, NYPS told me that somehow the class size is not 30, but 32, for every class in P1 level. So that means, an extra β26β P1 students, on top of the 390.

If I'm not wrong, the 'extra' students are mainly those on LOA (Leave of Absence). This also applies to all other schools in Singapore. Since the LOA students are physically not in Singapore, their places can be taken up by those who are physically in Singapore, after the formal P1 registration ended - probably that's when the waiting list comes in useful! But of course, who knows when these LOA students are coming back (or not) to Singapore.
As for Zoe Tay, I think most schools will give priority to PVs who were unsuccessful in their registration as long as they put themselves on waiting list - cos' they did, undeniably, put in their time and effort to help out in the school. So when a spot opens up, they can be offered a spot to transfer their kids to NYPS.
