So, out of this 78.. will segregate by distance right..

i.e. 30<1km, 20 - 1-2km and bal > 2km..

Does it mean only the 30 within the 1km will go through the ballot, the rest no chance at all?

that is right. I checked this with the sch yesterday on how the balloting works.

In this case, can the school rejects all other subsequent applications? To avoid more disappointments?
