Basically the whole registration system should be looked into. Assign those staying within 1km of the school a place there. No need to go and register or ballot.

Maybe they are genuinely staying there, but rented. Once the lease is up, they could move elsewhere. The same address would be rented out again to parents who want to be within 1km of the school for the purpose of registration.


If you ever look at the breakdown of children registering in phase 1, you will be amazed with the number that is outside 1km.

Totally agree with the above. I believe lots of the applicants rent a place near the school to be within 1km of the school to have a better chance.

That a premium is attached to property prices around popular schools is not unique to Singapore. A check will reveal cities like Tokyo, Seoul, HK, Bangkok etc have similar phenomenon. This is because policy makers, as well as parents, around the world think giving a place to the child who stays within promixity to the school make sense.

However, if I'm not mistaken, in China, a child can only use proximity to apply for advantage if he has stayed at the address for at least 3 (or was it 6 years) years. I think the MOE can look into this area to improve the current situation. These popluar schools are genuinely neighbourhood schools to many children who grow up in this neighbourhood.

Perhaps even within those who are \"staying\" within 1km of the school, a priority should be given to those 1) who have stayed at least 3 years at that address; and 2) whose parents (and not grandparents) own the property.

This should sieve out those who have taken the short-cut approach to have an address that is within 1km of the school.

actually the clan and grassroot should review the no. of letter to issue base the available vacancies before issuing the letters. Since school already have the no. of PV the have so will not how many additional they can take from grassroots and clan.

some clans have many schools under their wings and the members can apply to any of these schools using the same letter. It's beyond them.

guess this is one issue which we will not be able to agree on. Others will say 'Take care of your own household members 1st'....makes sense also.

You see,the point is to minimize such things from happening. There is no phase 2 and 3, then the seats should be enough. If not enough, then go by balloting. The point is to minimize the sch being more than 50% occupied even before it reaches phase 2b.

I think a case should be made clear between genuine and non-genuine applicants who are within proximity to the school. There are many who rent a place, use a relative's address etc to ensure a better chance of entry.

This group should be separated from the genuine cases who have stayed in the neighbourhood for a period of time.

Perhaps to qualify under within 1km (and 1-2km) of the school, the applicant's parents must show proof that 1) they have stayed at the address for the past x years and 2) they own the said property.

I support the idea to remove PV totally. If the school needs volunteers, do ask from parents whose children are already studying in the school. Where "free labour" (such as washing of sweet potatoes, sweeping the classrooms, lollipop man etc) is what the school needs, then the school should hire help to do the chore.

then these JB kids must wake up very early everyday (Monday - Friday) around 4.30 am or 5 am at dawn to clear Malaysian and Singapore custom, hop onto school bus all the way to Nanyang.

are there a lot of such PR JB kids ?

the truth is how many parents really like the PV system ? since they can't beat the system, might as well join them and get it over and done with, after all it improves the chances by one phase, so get it done


to really solve the problem must also remove those who rent a place nearby to qualify by proximity and cause everyone else to enter the balloting, especially those near landed housing estates with SAP schools.

but this kind of situation are only happening in a few schools like NYPS, RGS etc

majority of the balloting within 1 km are in those schools surrounded by HDB estates -- just take a look at the current year registration stats -- many of those 'over subscribed' are not the popular SAP schools, they are ordinary schools within HDB estates. MOE must ensure more schools are built when HDB flats are built.

Nan Chiau is slated to be new SAP school, so the enrollment shot up! They did not have such enrollment in recent memories

so, the real problem is catering to new demand is new and mature HDB estates
