Well, you may be right but you will be taking a risk especially when someone find out and file a complaint. Remember, the SD may be invoke against you anytime even after your child is admitted to the school. Not only you could get yourself into trouble, your parents (or in-laws in my case) will also be implicated. In my case, I did not want my in-laws to go thru it as it is unfair to them. Hence, I decided against any form of 'white lies'. It can be very damaging to the child if after spending some time in the school and having bonded to friends there, he is asked to leave due to his parents' lies. Do consider carefully... -
Juz a reminder for all. If one uses parent’s/in-law’s address for registration, you’ve to add 1km to the distance, ie, if your parent’s address is within 1km, MOE will take that as 1-2km.

I think the adding of 1km only applies for those parents/in-laws who live within 1km. For those living between 1km-2km, it will remain as that...else no need to go thru' the foster parents scheme if taken as outside 2km

My husband & I have decided to send our boy to either:
(a) St Stephen’s - which is my hubby’s alma mater & is very near our home in Marine Parade
(b) St Andrew’s - which I personally prefer but we don’t have connections so we will prob have to join as PVs to get into phase 2b. I really don’t mind the hours spent but am worried that the distance will work against me in the event I have to ballot! Will it?!
Would value any opinions or advice from other parents. Thanks so much! -

Based on statistics for 2008 and 2009, there was no balloting in St. Andrew's in Phase 2B. However, take-up rate were high in both years. Taking into account the fact that the number of PRs has been increasing over the years, and other factors, you have to be psychologically prepared there will be balloting in P2B, as observed in 2006 and 2007. -
Having gone thru' the P1 exercise this year, my advice is go for St Stephen. Is St Andrew much better than St Stephen? If not, the proximity to your home will be a very significant advantage (unless you are planning to move).
Of course, you can also do PV at St Andrew to give yourself an additional option but still apply for St Stephen under Phase 2A1/2. Then monitor the application status at St Andrew to see if you want to apply depending on how good is your chance of getting a place there under Phase 2B.cocoatina:

Do check how yr chance at St Andrew's in Phase 2B perhaps on the 2nd day. Maybe can view the past balloting history as a guide.
