Just curious. Is it stated anywhere officially that the child must continue to stay in the address stated during registration for x period of time upon successful registration?
I mean for someone who rented a place and genuinely stayed there till registration is over, what's the consequence of him relocating later, like immediately after registration. Remember my example is that he actually stayed there till registration is over. Therefore no rules are broken.
I'm actually very interested to hear the outcome of Greenie's case.
same here. would be interested to find out. especially these recent years of very stiff competition for schools, it does get us parents on tenterhooks. rent or not to rent? even if rent, when to move? whats the reasonable time line? schools like rgps and nyps are highly popular.any consequences if tenants move immediately after registration period. Looking at statistics of phase 2c ,increasingly even those staying within 1 km also require balloting.what would homeowners who have spent milions of $ to be within 1km do not get balloted , can they complain on those temporary renters? :? -

i and my whole household are sg citizens
i don’t own any property yet, and not eligible for hdb
so what do i do ? school or not i still need to rent a place to stay until i get my own property
there is no law in this country nor any other country that stipulate a citizen must legally own a house before they can register the children for a school.
so what if my next door neighbour is the owner of the house that he stays in, and he could also be my landlord too, and both his kid and my kid register for the same school, and his got balloted out. so what can he do except to curse his luck ?
sure he would be jumping mad but really my landlord cannot do any thing.
for revenge he may evict me from the house, and the next house i rent could be 5km away, and the school also cannot complaint about it. circumstances just keep changing. i did not cheat and lie on my address. what to do ?

In Spore, we are very used to the concept of owning your own house that's why there seems to be calls to limit registration to only those who own the house which they use to register.now, i just got posted back from overseas to singapore after spending a number of years working as 'expat' overseas

But in many countries people (locals) can spend a good part of their lives renting. Increasingly, many in Spore including Spore citizens had to rent due to the spike in property prices. No one should be penalised for not being able to enrol their kids in a primary school just because they do not have the financial means to buy a house or simply choose not to.
It will be impossible for the authorities to check on the circumstances behind each and every case of registration using rented address to sieve out the ones who try to cheat the system as opposed to those who genuinely need to rent.
By imposing officially a minimum period of stay before registration or post registration at the registration address also can pose hardship for people who need to move for legitimate reasons like in Greenie's case which I empathise with.
For eg, I never thought I had to rent one day but 2 years back, my mum passed away suddenly and I had to rent a place to move in with my dad and it so happened that during this rental period, it was time for me to register my DS in a primary school. So I had no choice but to use the rental place to register but it is unclear how long I would stay at this address because the lease is only 2 years and landlord may increase rent which we may not accept. Coincidentally, the lease expires just a few months after DS starts P1. So I can also be accused of using the rental place to secure a P1 place but the truth is the rental was necessitated due to sudden passing of my mum.
So I actually think the current system which gives the authorities the flexibility to do justice in each case, should remain. It is not perfect but neither has anyone come up with something which is perfect. -

I sold my HDB and would be renting till my property top in 2015. My son would need to register in 2013. The nearest sch within the new property 1km is a girls school. If I register for my son in a school and move out later, would it be considered ‘trying to beat the system’?

imho, you should avoid moving out of the place you used to register your kid with before school starts. school will ask for an update of residential address and should yours be different, questions might be asked and different schools have her own ways of dealing with such issues.
if possible, should stay at rented place till your new house is ready. -

can we check if those very popular schools that require balloting every year under Ph 2C will check and ask you to declare if your home address is rented or own property when you register your child during P1 exercise? Unsure if rental case will be given lower priority?
Need help / advise as we must decide soon… (to buy or rent <1km in the popular school we are targetting
I visited the school recently and they said they have no means to check and just take your NRIC address but you ought to declare if this is a rental or own property? Is there such rule when we register our kid during P1 regn exercise? … that you must declare if it is rented place or own property? If true, I am afraid school will give lower priority (internally) to those not owning their home within 1km from the school when conducting balloting. -

No such rule, and I don't think the school will ask you during registration. Popular schools usually have many applicants, and the priority of the staff is the clear (register) as many applicants as possible within the three days. They do not have time to ask something that is not in the official requirement. -

I further asked the school the following scenario:
* Let’s say by phase 2C balance vacancy is 50 places
* There are 55 applicants staying within 1km
* Out of these, 35 applicants are genuine home owner staying in the address while 20 other applicants are on rental address.
* Assuming all these 20 rental address applicants are successful in enrolling their kids, there will be 15 applicants with own home that are unsuccessful in the 2C balloting exercise…
* And I am sure most of these 20 rental address will not be permanent home address for the whole duration of primary school (6 yrs)
My question:
* Will MOE look into complaints arise by such unsuccessful cases since it is totally unfair to those 15 applicants that are genuinely staying there but deny the vacancy?
The school inform that they will not conduct any investigation and will not have any means to check.
I believe this is a loophole MOE must address before it get worse… -

First, you cannot assume the 15 applicants will not move within the 6 years of primary education. If they do move, it is equally unfair to those who rent but stay within 1 km.
Second, if we accord priority to home owners at registration as opposed to renters, it will create an unjust system which favours the rich but disadvantage the poor who cannot afford to own house.
