I have no issue on the cost of buying a property despite the high price in D10 n D11. My concern is the slim chance of getting into the popular school even living <1km under 2C based from the recent result. It really disturbed me. Next if I rent a place in tampines, under 2B within 1km, it will be higher chance. However, I don’t know the regulations at all. Is there any restrictions or legal matters that I must seriously take note.

Hi parents! My kid will be registering for pri school in 2 yrs time. me and my husband have saw a new condo development that we like pretty much at telok kurau. it is within 1 km to tao nan school and chij katong that we are looking at.
but we are not too sure as the project is only going to TOP in 2015 or so they say http://www.d15seawind.sg , so if we buy a new project, can we use the address to register even if the project has not TOP?
currently we are staying in loyang and we really want to move to somewhere much nearer to town and with better ammenities -

Yes, you can use the address of your yet-to-complete property as long as it meets the rule set by MOE (taken from http://www.moe.edu.sg/education/admissions/primary-one-registration/required-documents/
Proof of Purchase of Yet-to-be Completed Property
An original Sales and Purchase document is required if the address of a yet-to-be completed private property is used for registration. The date of commitment by the developer in the Temporary Occupation Permit (T.O.P.) must not be later than 31 Dec 2013. In the case of a yet-to-be completed HDB flat, the Agreement for Lease is required.
Parents must move into the new property within two years of the child’s entry into Primary One. -
Correct me if I’m wrong but that date is only applicable for 2011 registration to enter P1 in 2012 right? For wongsansan case, it should be a later date.

You are absolutely right. That date is forever updated with each P1 registration. The guideline is the last sentence of the quoted text:

so far does MOE do any spot check ?
like send officials down to parents house to spot check that they do indeed move into the new property, within 2 years of the child’s entry into Primary 1 ?
recall one case last time dun know how … but in the end advertised in newspapers that the father cheated by giving false info, let the child enrol into a school … i wonder how they find out.
