you can claim tax refund if you are taking it out from UK

Chanel is a very high end luxury brand (higher end than say LV or Gucci or Prada). They don't have online sales and don't advertise their price. They never have sales too. You can visit the boutique in Ngee Ann City or MBS to have an idea of the price in Singapore.

Maybe afternoon tea at Harrods after all the morning sightseeing to round up the day. But better make reservations to make sure u get a table. After tea, shopping at Harrods!
