I think the mini test should be simple one like comprehension and reading skills. This will help to group the students according to their initial ability. When I saw the school average and the max/min scores of each subject from the report book after first semester, I realised that the distribution can be very wide. Therefore, IMHO, such grouping is good to ensure that the learning pace in each class can be tailored.

Saw the letter and looks like P2 to P3 will have more re-allocation due to APEX classes. By the way, what does APEX stands for? The letter did not elaborate.

Actually, I also not sure what the APEX means, but those at class with '3' usually has a longer list of spelling and additional assignments, the so-called 'further stretch' the kids ability.Saw the letter and looks like P2 to P3 will have more re-allocation due to APEX classes.
