      Yes, the appeal process is very confusing. For e.g.

      Example One
      1) A student who has CO from ACS(I) and exercised the CO. So no S1 posting form. However, he scored 259 for his PSLE. Now he feels like he has a chance to go to RI as the COP for RI (year 2010 PSLE) was 259. So he appeals to RI and HCI also as he preferred RI and HCI then ACS(I). Can RI and HCI accept that? Based on past years’ experience, most of the successful appeal case for those students who have already gotten CO from other schools need a few points above the COP to be accepted.


      Example Two
      1) A student who was a GEPper and has WL for RI. Exercised the WL but not accepted. He scored 252 for his PSLE. He has S1 posting form on hand. The best part is that, he wants to appeal to RI and RI allows this student to appeal without putting RI as the 1st choice or any choice in the S1 posting form. That's mean anyone can appeal to RI without putting RI as any choice in the S1 option form. This is a win-win situation. RI charge $20 for each appeal case, charge another $50 for GAT if not taken during DSA exercise

      That means anyone who are interested to appeal to RI would go to the following web site to apply.

If this is the case, everyone might as well put in a S1 posting + an appeal to a preferred school (though may not reach or near COP at all). This process is what confuses the situation.

        My Son has a CO to ACS(I) and has now decided that he wants to go to HCI instead. We went to HCI but was told about the new MOE directive of no transfer. The school says we can submit an appeal but we will not be informed of the result till 23rd dec after school posting. Is this the norm? Is there anything else that can be done to confirm a place at HCI earlier? His PSLE score is 264+2 btw. Feeling very lost and confused. Would appreciate advice. Thanks

        This is not a new MOE directive, but rather it has been in existence. It is just that in the past, both parents/kids and schools have been \"ignoring\" and using the appeal route. Last year's appeal cases and this year's DSA application have increased exponentially and I believe the process and paperwork is putting a strain on school's resources, esp if this trend continue to grow in this manner. MOE has finally step in to reiterate the directive again.

        How this is going to be enforced by the schools remains to be seen. We just have to wait patiently for the outcome.

        If this is really enforced, parents / kids will have consider carefully before applying for DSA and accepting COs, rather than taking this DSA route as a safety net and expecting to appeal to their preferred school with better PSLE results later.

          1) MOE policy is not policy. It is only a guideline. It is up to the school want or do not want to follow the guideline.

          2) RI wants to admit students from S1 posting, outside of S1 posting(those without S1 form or already accepted by other schools via DSA) and un-succesfully S1 application. In summary, every students who score well or do well in certian area

          3) Is this fair to other schools and other students who has no DSA and waiting for S1 posting?

          4) Why MOE is not doing anything?

          5) Is RI given special treatment?

                From experience, once you get into a school through DSA, it is impossible to appeal. My DD was DSAed and then applied to a better school but was not even considered. The next year DD2 was told specifically by the teacher from the better school not to accept any DSA, so that the school can take her should her T-score is above 250 and below the COP. So I know for sure this DSA thingy has been around for sometime, and perhaps made formal this year.

                  In the past appeal process, RI is the big boss in this whole game holding the first key :imcool: Its decision to accept which students via appeal etc will have trickle down effect to rest of the world. It's the dream school of many boys ie demand is HIGH. Those accepted into RI via appeal will give up their seats in other schools (HCI, ACSI etc included) and these schools call up the other boys to fill up. So on and so forth down the line. As to how stringent this so called new directive of no transfer from MOE this year will be enforced will be closely watched :evil: πŸ˜‰

                    at Hwa Chong Institute (HCI) open house today 2 pm,

                    top 3 % P6 boys who are interested to enter HCI, may note:-

                    if you score 259 & above, school said you are safe.
                    but if your score is 257 or 258, school request that you kindly fill up the green form from Admin office to appeal.

                    for incomplete score at 256 or 257, these are borderline case.
                    school advice that - put down HCI as 1st choice, and make sure that your 2nd choice must be a confident entry into the other respective Secondary school selected.

                    - incomplete score at 257 means actual score is 254 + β€˜3’.

                    - incomplete score at 256 means actual score is 253 + β€˜3’.

                        Theoretically, I think the answer is yes. But from the standpoint of educators, if the child has his heart elsewhere, he is going to feel miserable if his appeal is successful and yet unable to go, so might as well let him go to somewhere he is more likely to be happier in.
