      I have mixed reaction over this...

      Same punishment if hit-and-run over human and animal?
      Either animal's life very important now?
      Or human's life less important now?

      It's an expressway... Anyone walking across shld be charged with jaywalking instead.
      But animal... How?

        I really think the SPCA or some animal group authority should come up with guidelines. I think I am going to write to SPCA to ask for advise. I am rather disturbed by the gravity of the situation.

        Why does this surprise u?

        I've seen some people probably treating their pet dogs better than their parents, walking with them every evening!

          As what no. to call, this is what I am thinking too. 999? or 995?

          I am also very confused.
          So if animal is big eg dog, cow, pig then we have to render assistance.
          If small animal then no need?
          Why the double standard?

          I already emailed SPCA and waiting for their reply.
