He simply give up his rights to appeal if he doesn't respond to Parliament Clerk by 24 Feb. - no criminal offence.

A NS deserter is a chargeable offence, including jail time.

Maybe he just needs some time away fr public scrutiny to weigh his options.
I wld give him d leeway to do dat n not pass judgement too soon.
