it seems that for P3 the average class size is 38, some 1-2 less.
But 3A & 3J are more than 40.
and there are 2 classes with only 20 each, maybe for those that need that little extra help.

Even if MOE changes the rule, it won't touch on children who qualify for Phase 1, right?
