    MOE Relooking P1 registration - Too much priority to alumni

      let's hear your view.

      esp. Ministers (current, ex, retired) who are alumni from Nanyang family, ACS Barker, ACS Junior, Rosyth, Henry Park, Catholic High, Nan Hua, Tao Nan, St Hilda, RGPS, SCGS, etc. or any Minister from SAP schools, Catholic family, Methodist family, Anglican family, Buddhist family, Hokkien Clan Huay Kuan related family, other religious group family, other family, etc.
      What is the underlying message? 🆒

          I think it has to be carefully balanced.

          As mentioned earlier, no solution will make everyone satisfied.
          MOE not only has to weigh the interest of the students, they have to consider the convenience of the parents and ultimately, the impact on Singapore as a whole.

          I'm in favour of revamping the system, but they should focus on improving the registration process first.
          Change of criterion - to be settled after they get the registration process online and convenient for all parents.
          Increase in property prices will also have other consequences.

          If priority by distance, property prices within the 2km range will escalating further. Over time, this will lead to those schools having only students whose parents can afford it (high property COVs and high valuations) and less popular schools with students whose parents can't. Do we really want to divide public schools by those who have it vs those who don't?

            I'm sure a few decision makers must be reading KSP' posts right now. And hopefully understand and take positive steps (NOT 'WE HEAR YOU' BUT TOO BAD, WE'HAVE DECIDED!!!!!) to address parents' concerns and frustrations. That so many parents are debating their cause is commendable. It goes to show how Singaporeans love their precious few children and want the very best for them, just like how we've been nurtured from young to excel in everything we do. The Govt must be very proud of us.


            Anyway, before I get slammed for wasting your time, we can have a compromise. Abolish Phase 2A2 altogether!!! Only parents who are old pupils of the school AND are alumni members can get priority, after the Siblings phase. This should soothe some of the naysayers regarding alumni 'connection'. Truth be told, I detest the word 'connection'. It is derogatory and makes light of the importance of alumni and tradition. All the rest who are under GRLs, PVs, community leaders, what-nots, or church and clan memberships to ballot and given priority based on distance or number of children. Then parents can 'fight' on equal grounds. What do you think?

                OOps sorry…I meant abolish Phase 2B altogether - too confusing and unfair in the selection of PVs et al. I feel so sorry for those parents who choose to become PVs, spend so much time and effort, only to get balloted out. It would be good that MOE mandates that all schools stop this unhealthy practice. Alumni members can then have a chance to become ‘active’ and be part of the Parents Support Groups. At least they provide ‘free labour’ and expertise happily and at the same time get to build strong rapport with the staff and students, which can only be better for the school.


                Parents who are staff of the school should also be placed in the same phase with ‘Siblings’ for practical reasons. Many school staff start work very early at 6ish am, before the pupils arrive at school. It would be a mad mad rush for them to have to travel up and down just to get their kids to and from school.

                  Reading the distance factor in the registration priority has been giving me good ideas on how to plan for my early retirement :evil:

                    For parents who are unhappy about sleeping alumni members, please remember these pupils have directly contributed to their school while they were studying there. You do not and cannot expect all alumni members to actively contribute to that same primary school for the rest of their lives as they also attend sec, post sec and uni, find jobs, get married, have children and other commitments? Choosing to send their kids back to the very same primary school is also another form of contribution. And it is true that despite the hiccups here and there, our public transportation system has improved. In the 70s and 80s, we didn't have MRT, LRT. We had to rely on public bus and for the more fortunate ones, school bus or private transport.


                    We should focus more on how to make the P1 registration system Phases 2B and 2C better by giving more priority according to distance, while leaving the siblings and alumni phases with the same top priority. Pupils of ex-siblings should be in the same phase as pupils of current siblings, in line with govt's efforts at encouraging procreation. To a smaller extent, MOE will also need to address the issue of priority given to SG citizens vs PRs. There's just so much resentment about Singaporeans being made to feel 2nd class citizens, as witnessed during the elections. Even if the citizenship priority is not addressed, then giving priority based on distance itself will be a good change and welcomed by many parents who have more than 1 child.

                    Maybe they should have another system: Those with more siblings get priority (please don't shoot me).
                    It's just a random thought that might help increase population numbers.

                    These whole siblings priority (phase 1) is the reason that sets the wheels in motion for the issue now under the eligibility in phase 2A of alumni connections.

                    If all these siblings get in, their children,(grand children and great grand etc ) will all qualify under phase 2A. If alumni is an important criterion , we should then give phase 2A priority earlier (tightening the process of disallowing sleeping members and any PV) They should also remove phase 1 and phase 2B altogether. Without removing Phase 1, it serves only to perpetuate the problem of alumnis' overwhelming the earlier priority application phase, thereby depriving the latter phases esp Phase 2C.

                    Simplifying matters, MOE P1 registration should only have two criterion/phases of registration-

                    (i) Phase A of Alumni connections (discounting sleeping members and any subsequent PVs) and
                    (ii) Phase B (public application based on distance)

                    Within Phase A, allocation would be distance based. Those closest to the schools that they have applied will get priority

                    Within Phase B, matters are pretty straight forward, since it's distance based.

                    These two prong approach serves to meet two objectives : Alumni connections and also at the same time giving equal weights to distance.

                      Or how about abolish Alumni, Clan, Parent and Grassroots volunteer and put them all under 1 pot call `Volunteers'. Since Alumni feel so much for their alma mater, they will not mind volunteering in the school. And since all the other clan, parents (volunteer) and grassroots (who only do grassroots duties due to gettting P1 priority), they also wouldn't mind volunteering directly to the school I suppose. So since all are `volunteering' so to speak, just put all under the same pot. And when demand exceed supply, I think distance to school should be used as a way to allocate the seats.

                        Precisely my point. You could not have said it better. The whole cycle and chain of events ultimately affects every single persons in Singapore whether you have a kid /no kid or whatever.
