      degenhard:

just wondering already without edusave, no child bonus, no parental leave, no hdb loan, no hdb grant, pay higher lift upgrade, higher school fees. last year additional property stamp duty for second unit, now another previlege in education being removed. later dunno what else......and yet their sons still have to do NS. ofcoz they will leave.
If such PR leaves because of NS, then better don't have them at all.

If such PR only eyeing on the carrot, then convert to SC bah.

      degenhard:
....for those really talented with high pay, the can choose to go anywhere n will b accepted, leaving only those claim to b \"talented\" but half qualified PRs. it is a big lost to our country.
Generally people migrate for lower cost of livings and stable government. The way i see it.....if SGP continue to be \"expensive\", it is not surprise that the tallented with high pay PR will leave. But there are those who can afford but wants a really stable government meaning security. So it is really up to individual.
      degenhard:
of coz i will not rule out that there r many untalented talents, what singapore needs is to select those prs carefully, take only those really talented will do. its the quality n not quantity that we want.

What type of PRs do we want? We want talented PRs, most importantly those who love Singapore & will stick around. Those who are not happy will leave, which also means, their heart isn’t here.

PRs that know that they what they want for their families will appreciate what they have here even with lesser ‘opportunities’ or with high cost of living.

I have PR friends who do grumble about cost of living. No childcare subsidy for them, they are paying $1.5K for IFC a month!
So, why stick here? Because they know the security here is different. They appreciate the systems in place (which SC often complain about - I’m guilty too). They appreciate the efficiency of the country as a whole (my helper from Philippines was very impressed when I applied & renewed by sons’ passports online and when we went to collect the passports, we were only in the building for 10 minutes). While I grumble about CTE jam, they assured me it’s nothing compared to what they face back in their home country.

Don’t worry about ‘losing’ talented PRs over this new change. PRs who are really here to stay will simply register their kids in whatever available school, and put in their best efforts to make sure their kids overtake our kids. It’s their resilence we should learn from. I’m pretty sure they will be like ‘cockroach’. In Hokkien: Pah Buay Si!

          php:

pr still hv priority, ie p1,p2a1, p2a2 and p2b.....over singaporeans register during the last phase...

at phase 1, all will be admitted.
at the other phases, as long as there is balloting, the new rule will kick in. but so far, have not heard of balloting at phase 2A yet.
the scene may change .... 🤷

There is no balloting at 2A. All elegible children are admitted. Balloting start only at 2B.

That particular Indian PR (they were interviewed by TST few year ago)who threatened to quit spore if their child cannot get a place at Taonan school really hilarious :rotflmao: If they can't get a job in spore, do you think they will still come here? Ultimately, their priority is still financial gains such as good paying jobs rather our primary school education.

:rahrah: This change of rule has come too late but better than not.

For the past years, 50% for PV 50% for balloting .

Now ? If PR as PV, will they still entitle to enrol in p2B?
If Singaporean "A" PV staying < 2km, compare with another Singaporean"B" NON PV staying 2km, who will get the place?

I foresee more PR will do PV in order to have two chances at 2b & 2c. They will never give up, especially those who have the time & resources. If their children do well, they will request for a transfer based on results (my PR friend told me)。You don’t have to worry that all the top schools will be flooded by Sporeans only.

There is balloting at phase 2A should the applicants exceed the vacancy.

As quote from MOE \"Should the number of applications exceed the number of vacancies for Phase 2A to 2C Supplementary, places will be balloted according to the home-school distance category in the following order of priority.\"

Theorectically YES, in reality NO, rite?
I meant \"number of applications never exceeded the number of vacancies for Phase 2A\" 😂

Actually I think the word 'absolute' priority in first paragraph is pretty misleading. At first I thought all singaporeans will get the places first, then followed PRs..regardless of any phase

                        Still better than nothing..

It's a small absolute, within each phrase only. 😂

I just thought of a trickle-down effect, and it's psychological. I think that with this change, in future schools will refrain from accepting PRs as PV as there is little chance of them being successful in registration. Either would PRs be tempted to apply. So that gives more opportunities for us locals to get selected. Same goes for GRL, clans etc.

The word absolute does cover the gist of the whole change. If PRs have no chance in Phase 1 by virtue of a sibling, then there is absolutely zero chance for them to get into any of the top primary schools in Singapore as long as there are more SCs than PRs vying for places in any of the subsequent Phases. Even if the PRs live within 1km, they will not get to ballot since even SCs staying beyond 2km will have priority over all PRs. If that is not absolute, I'm not sure what would be considered as absolute 🙂 .

Actually, I think this change will actually intensify the balloting problem at top schools for this coming exercise, since it will drive more SCs to try for these schools thinking that they have a better chance of getting in now that PRs are \"out of the picture\".

At least there will be less finger pointing at PRs now when people lack the luck to get what they want. The debate will then shift to why alumni should be given priority in Phase 2A. :slapshead:
