S'poreans to get priority for P1 places during balloting

Higher authority monitoring situation very closely now. They had studied in detail the past figures of P1 registration obtained at their tips readily and the past pattern carefully, regarding SC vs PR.
They want to see -
after implement wef P1 2013 onwards -
if after separate out the PRs from the SCs, make the PRs queue up behind SCs except for phase 1, collect a few more years of data and statistics, re-survey & re-monitor cautiously - is there any improvement in situation so far, before they decide to propose the next step of change. Cannot hurry. All these had to be done step by step, gently. As a politician, he has to thread very cautiously. Many stakeholders in play. The mind of a policy maker is different from the mind of us, common folks. They change only one variable, holding the rest of the variables in the equation constant. This one variable is: SC vs PR. They want to analyse in detail carefully :- is this the culprit ? Cannot change so many variables concurrently at the same time. Then you can't tell which is the actual genuine, ultimate variable contributing to the havoc confusion mess.
I thank Mr Heng gratefully within your means and power of authority as your first maiden step in Education ministry, for giving us back all fellow Singapore citizens our BACK BONE long overdue! -
I applaud the change. Definitely less competition for SC since we have PRs from so many different countries these days. Ultimately many PRs choose not to convert to citizens cos they might want to return to their home countries in future and some wants to "bail out" before their sons have to enlist for NS.
But I do feel bad for those PRs affected by this year’s registration, all plans ruined and they may have to find other options. But the move does help to deter the richer PRs from moving near popular schools since it doesn’t give them much of an advantage anymore.
But in the long term, the less popular schools will become "PRs and foreigners only" schools cos SCs will choose to enrol in the more popular schools. Although it does not necessarily mean a lower standard since alot of these students are top scorers but there will be a bigger divide between the locals and foreigners. -

Heard that millionaire Mdm saw was a PR for like.. 40years? and apparently she is not keen on SG citizenship after earning all the millions here..phase 1 will have PR kids, sibling.

If she has been ard for 40yrs. had she been married, it would not be impossible for PRs to enjoy P2A (her \"grandchild\" might benefit..). Of coz there may be many other \"long service\" PRs.. she is juz an example.. to show that we cannot rule out that P2A might hv PR when there are pple who simply is not keen on SG citizenship. -

but debate or not.. I doubt they'll really do anything.
The recent change is a very \"safe\" move..
PRs don't get to vote.
Hence they can implement it so swiftly.. -

we are not just talking about pr from china, we also have many malaysians and indonesians who are pr too. doubt many of them would convert to citizenship just becasue of school.
pr from china would convert to citizen, as they hv nothing to lose, they can hv dual citizenship dont they. As fr pr from neighbouring countries they wd rather send their children else where such as aussie or relocate there if possible. -

Will a SC staying outside 2km has priority over a PR who is staying within 1km???
I am alittle confused as it appears that only SC staying within 2km will have priority, otherwise it will drive a influx of SC registration of those staying outside. -
Yes, you are right!
SCs > 2km gain priority will enter first, before PRs < 1km.
there will be a major influx of SC kids staying outside 2 km from (North, South, East, West) direction, particularly under phase 2C who did contribute any PV at all.
Hence for super hot schools, PRs < 1km under phase 2C zero chance !
for super hot schools -

School B has 50 vacancies in a specific phase and 54 children applying, based on the table below.
Home-School Distance, SC PR
< 1km: 29 SC, 4 PR
Between 1km and 2km: 15 SC, 2 PR
> 2km: 3 SC, 1 PR
Total: 47 SC, 7 PR
As the total number of SC applications is less than the number of vacancies in this phase, all the 47 SC children will be admitted first and PRs can still be admitted thereafter.
The remaining three vacancies will be allocated to the PR children based on home-school distance in the same order of priority – home-school distance is (1) within 1km, (2) between 1km and 2km and (3) outside 2km.
The four PR children living within 1km from the school will ballot for the remaining three vacancies.

Singapore Citizens have priority over PRs in situations of oversubscription. So the school will take in citizens first before considering PRs. So a citizen staying >2km will have priority over a PR staying <1km. Heck, even a citizen staying in Pulau Ubin will have priority over a PR staying next door to the school. :rotflmao:Just curious....

:goodpost: Ya lorWhat type of PRs do we want? We want talented PRs, most importantly those who love Singapore & will stick around. Those who are not happy will leave, which also means, their heart isn't here.
Don't worry about 'losing' talented PRs over this new change. PRs who are really here to stay will simply register their kids in whatever available school, and put in their best efforts to make sure their kids overtake our kids. It's their resilence we should learn from. I'm pretty sure they will be like 'cockroach'. In Hokkien: Pah Buay Si!
