If I am unsuccessful in phase 2C and phase 2C suppl., will I be registering in phase 3 again or MOE will do the school posting ?

You will receive a letter from MOE asking you to nominate three schools (I think) still with vacancies after P2CS that you would like to put your child in. If you do not respond, MOE will allocate a place in the school (with vacancies) that is nearest to your house.

No, you will obtain the registration form from your choice on school on the actual day of registration at the school itself. You will need to fill in on the spot.

we are considering to register my son in Roysth Primary school next year for 2013. What are the chances if we are within 1km of the school? And date for 2C is on the 30th Jul 2012?

So i also saw that the school will only take in daddy's I/C address?

all parents registered under Phase 2C all stay within 1km of the school.
Balloting has been consistently carried out for children living within 1km.

last year 2011, Rosyth over-subscribed 4.5 times.
All 108 applicants stay within 1 km - balloted.

if you stay outside 2km, assuming you are not old girl / boy of Rosyth nor grassroot members, you do not stand any chance in securing a place at all.

no, you cant apply for a school that is not in your own grc.
