Even if this case is not related to money, it is still a form of corruption, and it proves that someone's logic (of high pay deters corruption) is seriously FLAWED.


          Of coz I disagree with the part in red. I just pointed out that it seems to be what you're implying in your post.

          My first comment on it is to say that (in a sarcastic way), to give high pay to prevent corruption is a mistake. A BIG mistake. And \"someone\" (not referring to you, of coz) is still trying to insist that it is right..

          I totally support the review in ministerial salary..

          And feel that it could be adjusted more to attract the CORRECT nature of talent. Someone who feels that it is a privileged to serve, and not someone who feel that the balance could be titled further and they are doing BIG Time sacrifice by joining public office. How dis-gracefu....

            With the value system & upbringing I see these days, I'm not very optimistic on how many of such people are there. Perhaps we should try to inculcate that value in our own children first. 🦆 :siam:

                    Heard of so many stories(unverified).. the evaluation team (probably those pple that you deal with?) strongly recommended vendor A based on various factors with STRONG justification.. then.. the dept head (who probably know nuts) say, take vendor B.

                    the evaluation team, no matter how hard they work in actual is like there for show only..

                    ONE person's word decide on the outcome.

                    Ask yourself.. look around you.. did you encounter crappy systems? how about the word BREAKDOWN......................... as it applies to something many pple use everyday. HOW did this system or the vendor gets selected when their offering/product is so crappy..???????

                    And, what I heard is, vendor B submitted the lowest quote, but their system is crap and eval team recommended vendor A, but their boss choose vendor B and ask the team leader to justify it by hook or by crook, all the while the boss is officially \"not in the picture\". Then, vendor B got the bid.. but somehow, they always over budget and somehow, the budget is always approved.. and end result.. a crap system that overall costs much more then vendor A's original bid.

                    does it sounds familiar to you.......?
                    My point is the tender process is made transparent and robust enough to make it difficult for public money to be wasted.

                    For mega tender projects, the specifications must be laid down very clearly. If you specs it too low, anyone who came in with the lowest quote and meeting specs, the govt agency has to accept it.

                    In your illustration above, the boss does not even need to demand the team to justify Vendor B. He only needs to reject the justification to pay more for Vendor A and Vendor B's proposal will be accepted.

                    I am also very sure that my quotation will only be known to the agency after the tender is closed. Thus, no way he can leak it to my competitors unless I am such a greenhorn, to tell him off record, how much I will be bidding.

                    In gist, there can never be a perfect system as long as human is involved. Just like there will never to perfect IT security because there is always human as the weakest link.

                      what if someone spy and sneak to peep into the set of documents you’d submitted - look at what financial figure you’d quoted, then report to that person, who then leak out commercial secret ?
