      In your illustration above, the boss does not even need to demand the team to justify Vendor B. He only needs to reject the justification to pay more for Vendor A and Vendor B's proposal will be accepted.

      In gist, there can never be a perfect system as long as human is involved. Just like there will never to perfect IT security because there is always human as the weakest link.

      Ya.. but later vendor B keep on asking asking for more budget etc.. it defeats the system.. And, the justification part.. just to keep himself off the hook.. well, if your boss ask you to do something, it will be difficutl to refuse..

      I feel that, where tax payers money is involved, there should be addition check.. for e.g. another govt agency will vet thru the evaluation team's report at different stage of the evaluation, and not after it has concluded (which, can be influenced by the team's boss's \"judgement\"). This will make it more fair. When I was doing NS, frequently has to attend to vendors who do works at the camp.. their comment is.. ah-gong's money is EASIEST to earn.

      After tender is awarded, I will have to deliver what I have proposed at the price which I secured the tender. You mean I can go back to ask for more? I seriously do not think so. I remember there was once when after I got the deal, one of the components' price went up from our supplier. My boss was saying it was our fault not to secure the price of the component before tendering the bid. He said no way the government agency will be willing to pay for that. So ended up, eat into our profit. Luckily boss never deduct from my pay. Wahahaha...

      Anyway, I remember reading reports from the Auditor's General Officers on some lapses in procurement in some government agencies? I believe they are the watch dog you are referring to.

        Actually hor, I am thinking of those who lost the contracts to these during those bids. Must find a way to remind your bosses,\"Not that I didn't do a good job you know, I just didn't go another 'step' further...\" 😆

          By \"right\".. what you say is correct.. if your cost go up that is your problem..

          But.. there is the dark side.. when there is some \"dealing\" between vendor and some boss...... then.... they ask for anything also can.. that was what my friend told me when his relative work in some \"company\" and shared with him the stories..

                  CNB Ng’s wife claims fully trust him for professional conduct. Hmmm. Wonder what is Cecilia doing with her husband then (and the other chief)? What will Cecilia get out of those tryst … Considering the news reported that she is married with a young child.

                      All d gud work in getting d sale will count for nought if one consistently fails to clinch d deal.
                      If d murmurings on d grapevine hold true,
                      d IT industry is prevalent with many more such cases.
                      Am not advocating here its d morally n ethically correct practice,
                      but simply stating dat there is always someone out there who's prepared to go d extra distance.

                      Mama, don't let ur child be an IT sales girl. 😉
