Not sure if it's compulsory to complete before P1 for our kids born in 2009.
Was at the polyclinic today and a nurse mentioned it to me after she checked my child's immunization history and commented that he 'should' get his 2nd dose. But I was there not for immunization today and was distracted with my active boy and so did not ask her in detail. -
For the 2012 registration, MOE requires only one jab. http://www.moe.gov.sg/education/admissions/primary-one-registration/required-documents/
You are still a good 3 years away from P1 registration, Just watch out for any changes in requirement for next 2 years' registration. -
