Phase 2C Supp - balloting for >2km (means you still have chance) -
However, situation for this year may differ. Since there is no chance for PRs in schools like CHIJ TP and Pei Chun, they are very likely to register in Kheng Cheng and Marymount in 2C, thus there is a high risk that there’s no more places for 2Cs in these schools. Sad to say, the only school guarantee have place is only First Toa Payoh!

Need some advise:
Sg citizens are given priority over PRs although both are eligible for the same phase. If demand exceeds supply, sc will be given priority and this is Before considering home-school distance. My qn is - among the scs, the distance will kick in, is it? So those sc who live within 1km will have the most priority. Is my interpretation correct? -
Yes you are correct. Distance plays a part for the balloting among SCs, then after all SCs (the >2km) are in, the PRs will get their turn, if any seats are left.

You may have a point there. I know of some PRs who are targeting Marymount at Phase 2B (Catholic PRs)/ 2C instead of waiting for Phase 2C Supp like last time. They know they have no more chances at the popular schools. In the past, the SCs and PRs will try for Ai Tong and Pei Chun etc at Phase 2C then go to Marymount at Phase 2C Supp if unsuccessful. The situation may change this year. -
