My fren told me his niece got the recommendation letter for 2B this year for Nan Chiau. Her niece never do volunteer work and was a member of the huay kuan for 1.5 years only. She practically does nothing at all and yet for this 2B she got the letter.
It was similiar last year. I do know of cases of parents who had joined for ~1.5 years and get letters without having to be active. At the end of the day, it really depends on demand and supply, parents need to go in with eyes wide open.

FYI, i did voluntary work and join for 2 years but last year they didn't give me the letter. Because I'm staying 1.5m away and they don't want to do balloting for 1-2m. Their enrolment for within 1m is just enough to fill the place available. It's really heng suay... -

If you refer to question 8 of the attached document where it clarifies that

I used to have reservation on this too. Based on my personal experience, I am now convinced that Distance is indeed not being taken into consideration at SHHK recommendation stage. -

I used to have reservation on this too. Based on my personal experience, I am now convinced that Distance is indeed not being taken into consideration at SHHK recommendation stage.
But my personal experience tells me its true too. Last year there is no balloting for 2B. So as a member for 2 years doing voluntary work but stay within 1-2km and doesn't get the letter, if distance is not taken into consideration, then it's rather strange. BTW, if distance is not taken into consideration, the admin staff from SHHK would not have called me 2 days before letters are issued to confirm where I'm staying. Not strange??? -

I personally feel that one cannot expect the new implementation to have positive effect immediately. Some people think its not a good move by govt as it doesnt benefit them now since they are registering this year and the govt should have done it long ago but at least it will benefit SC. Not immediate but we will see few years down the road. -

I want to check if my husband join SHHK as memeber , but he has no time to do volunteer work as he most weekend he works. I am not a hokkein ( this is a big issue ? ), Can I volunteer to help out at SHHK instead ?
And if the sch I want to enrol is <1km and do I need to do PV and my husband to be SHHK memeber at same time , this will still consider phase 2B ? -

Your child will fall under P2B if you are a PV or you receive recommendation from SHHK. Either one will do.
