It is the whole family PR type who are allowed to buy HDB that is an issue. Basically HDB flat is just another \"lottery ticket\" for them.. and hence they are PR, their roots are not here, and after they made enough they'll just make another windfall by selling the HDB flat at elevated prices to locals.
Although I am a pr myself, I also think it's not wise to allow prs to buy public housing and cause the market to go haywire. I think garment's idea is to make these prs to be more invested in sg and hopefully will settle down and convert, either that or hdb just want $$$.limlim:

They should make it such that to buy HDB flats, at least one owner must be citizen. -

They can only buy from the resale market. Recently, rules also change for PRs who want to rent out their HDB flats - only can rent out 2 years and have to seek approval from HDB again. Used to be 5 years.

HDB is supposed to be subsided housing for citizens.
HDB can build and rent flat flats to them, or they can rent from citizens. Why allow PRs to own HDB flats? If they are rooted here and can commit, they can always apply citizenship and buy HDB flats.
The current situation now is like, those who cannot commit here, can buy HDB flats which is almost like sure way to make money. Lots of money. -

The housing grants for first timers, or those who want to stay near their parents and even for singles. I consider that a subsidy too even though it is going into CPF account.
PRs are not entitled to such CPF housing grants. Thus, most of them if they want to own a HDB resale flat, they need to come up with a lot of cash on top of the COV that the sellers are calling for. -

Is not having the privilege to buy new HDB flat a punishment to being single? Or is it supposed to be a motivating factor for people to have a spouse? I'd say it sounds like a really odd motivating factor if it is one. Then again, if one is single, one SHOULD stay with parents, so no reason why singles need a flat of their own - yes or no? -
Single can buy HDB if they are > 35yo.
