In P2B Nan Hua, with 16 seats for grabs, there are 28 <1km, 1 under 1-2km and 6 under >2km.

Why didn't those under 1-2km and >2km withdraw immediately since they have 0 chance to ballot?

Yep, 1 of them did withdraw from 1-2km. There were 2 people registered then end of day, left that 1 person.

Why not, especially if they are PVs? Their \"privilege\" couldn't be applied to others schools or phases, anyway.
