Suppose another 5 more register tmr and 3 more on Wed for < 1 km, that means total 31 applicants for 27 places then still not that bad.
It really turned out to be 5 more today for <1 km. yest was 23 and today is 28. -

Look see mode unlikely to be <1 km since they stand the highest chance. probably 1-2 km will adopt wait n see approach. that's my guess.
those 1-2km will not have a chance to ballot so i think more of <1km?
