It takes a combination of leader, management, heads, teachers, system, processes and culture to work together before a school can see the desired results. A mere rotation of HOD will not help at all. A good and effective HOD who get posted to another school may not be as good and effective because the management and teachers do not see eye to eye with the HOD. The poor HOD will get so frustrated and may leave the teaching profession altogether.
MOE should create positions for cluster principals/HODs. Cluster Heads will oversee subject teaching and ensure consistent standards over every school in that cluster. Cluster principals will have to ensure consistency in resources and environment in every school in the cluster. It is just like the commercial world. One cannot expect to achieve consistent standards by leaving it to individual franchisees (ie. individual schools/principals/HODs) to set standards. There must be somebody external to set standards. If Head Office (ie. MOE) is unable to do this because there are too many franchisees, Head Office must appoint master franchisees.
All these things about priority for this, that or other group is but a symptom of the real problem, which is the inability of MOE to maintain a reasonable level of consistency in standards and environment across all primary schools. The problem will always be with us until and unless MOE solves the real underlying problem.
\"Every school is a good school\" is not good enough. Every school must be as good as the other. No child should be disadvantaged merely because the ping pong ball with his/her number on it did not drop out of the wire cage. -

Schools are already in clusters and overseen by a cluster head from MOE. The school prinicpals in each cluster do meet regularly to share best practices. These best practices are also shared with all schools at the annual MOE Excel Fest. But how to enforce that every school will follow all the so-called best practices? If you are MOE, do you want to control the schools and the principals so much or just provide general guidelines and trust the school principals will do a good job?MOE should create positions for cluster principals/HODs. The CEO of an organisation also cannot ensure that all the managers and managers of subsidiaries will run their departments exactly in the same manner as he wishes. Too much control also works against motivation.
As far as MOE is concerned, every school is a good school. I do not think MOE is wrong in saying that because the resources put in by MOE is the same for each primary school. However, schools have other resources from parents and alumni. It is the support from parents and alumni that make popular schools different from others. It is our perception as parents that all schools are not equally good. We are not wrong either.
