Compare British council and creative horizon, which one is good? Does anybody know ?

My son attended creative Horizons for two terms at the primary one class. I find that the teachers for the upper Levels are better. The teacher for my son wrongly corrected his work a few times.

Interested in CH cos staying at queenstown area. Must the standard of english be v gd (including phonics) to enrol? Program seems holistic even at Kindergarden level.
