To be honest, I feel that banning is good. Even if it will go underground, at least the teachers can't blatantly advertise their services or the tuition centres can't use them as their marketing tool.I'm saying banning it doesn't make it impossible for the parents to seek teachers to coach their children. It can easily be reframed like this: Parents ask teacher to come to their house for visit. Teacher also help the children in their work. Parents give teacher 'ang bao' for their time and dedication. In the end, it just went underground.
Perhaps to encourage teachers not to give tuition, a few things can be done:
1. Peg the KPI of teachers to how many students needed external tuition
2. Reduce the admin work load of teachers so they can do a better job teaching in school
3. Reduce the class size further
4. Reduce the frequency of exams. Increase the weightage of class presentations, project work etc that focuses on non-academic subjects
5. Increase the pay of teachers
That should remove the motivation of the teachers to go the tuition road, instead of a straightforward but un-enforceable law to ban them from tutoring.
For your points 1-5, I don't think it will dissuade teachers from teaching tuition outside since they can charge a premium for it. For point no 1, how to track? Besides, some students may be very good (teachers teach very well, etc) but the parents are just kiasu enough to send them for tuition. Not the teachers' fault what. Don't think that it's fair to peg teachers' KPI to that. -

Well, I rather pay the ex school teachers than current school teachers. Simply because the current school teachers' job is to teach their school students. Like some student I know. Want to seek consultation with the secondary school teacher. The teacher is always busy in the afternoons. Sometimes I just wonder if he is really busy or maybe he's giving tuition outside so no time for students to consult him. I have friends who employ current school teachers as tutors. They start their tuition at 4-4:30pm. So they have to leave the school soon after the last lesson to eat and travel to the student's house. Then if their current students got questions then how? Ownself find tutors lah.
Anyway, I am seeing it from a parent's point of view. If from MOE's point of view, then of course they need to come up with attractive things to retain current school teachers should they ban them from teaching tuition. -
i agree. i rather pay the ex teachers more than to see current teachers giving tuition. because it’s just wrong. MOE pays them salary to teach in school not to use their "brand" to advertise for higher tuition fees. someone should highlight this to the media…

It's unprofessional that school teachers moonlight. They should be dedicating their energy and focus on school students. These teachers who moonlight ask for higher amt bcos they shamelessly say they are school teachers and know the syllabus and changes from MOE. Obviously they are taking advantage of their full time positions. -

How do parents verify?
How do parents know if this teacher is good?
How do parents verify how many years of experience the ex-teacher has?
How do parents know if this ex-teacher is experienced in PSLE marking & has done it before?
How do parents know if the dx-teacher is up-to-date with syllabus & changes??
There is soooooo many ‘how???’ in my mind. -

Let me tell you something.
I had a school teacher teach my son English last year...she is un-pro. She doesn't even know what to teach my son :slapshead: Told my hubby she is worst than those in tuition centres :rant: Went through all the work after each lesson and that made my blood boil. Hubby advised me to give her a chance...I was like, 'What? $80 for nothing constructive and ask what to teach before each lesson?' NO way am I going to waste $80 like that !!! -

when i meant is that, wouldnt school teachers who are also giving tuition now choose to quit from their positions and become ex-sch teachers so that they can earn those big bucks? that would mean moe needs to employ more new teachers, and still need to give training and they are not guaranteed passionate still… after some yrs of teaching, they are good in it and den quit again to become ex-sch teachers to earn big bucks…
are we solving the problem or creating another problem???
