SINGAPORE - Scholarships should not be based solely on grades - that is the view of educators and MPs The New Paper spoke to.

The antics of Asean scholar Alvin Tan Jye Yee, 24, from the National University of Singapore (NUS), have prompted calls to review the criteria whereby scholarships are awarded, and to include more assessment on character, moral values and financial standing.

With Parliament sitting on Monday, Government Parliamentary Committee chairman for Education Lim Biow Chuan has asked Education Minister Heng Swee Keat to consider scrapping the Asean scholarship for secondary and pre-university students, and award it at the undergraduate level instead.

Said Mr Lim: \"Why do we give Asean scholarships at the secondary and pre-university levels when you don't know how these students will turn out?

\"Alvin Tan may be smart, but in my opinion, he does not have the character of what we expect of a scholar.\"

Mr Tan has been an Asean scholar for seven years since he was in Secondary 3.

\"A person's character would have 'come out' by pre-university, so we should make the (school) principal's character assessment of the student as one of the criteria for the granting of the scholarship,\" added Mr Lim, who is also the MP for Mountbatten.

On Thursday, retired chemistry professor Wong Ming Keong wrote to The Straits Times Forum, calling for scholarships to be awarded to needy students.

Dr Wong told TNP that when he was serving on the NUS scholarship committee in the mid-1990s, he was surprised to learn that \"an applicant's financial need was no longer considered in the awarding of a scholarship\".

Said Dr Wong: \"So many scholarships were awarded to students from well-to-do families.

\"When I asked what they would do with the scholarship money, some said they would use it to travel to Europe, one said he would take his mother to Taiwan for a holiday.

\"It seemed to me they didn't need the money - it was more like pocket money.\"

In contrast, some 50 years ago, there were few scholarships, and winning one was not based solely on grades as the applicant's financial status was also an important factor, he said.

Dr Wong was a scholar himself when he was an undergraduate and then a master's student at Nanyang University.

He told TNP that if he had to choose between an A-student who can afford a university education and an A-minus student who was financially less well-off, he would award the scholarship to the latter \"because he will be more grateful for the money, which is taxpayers' money\".

Agreeing, social commentator and Associate Professor Kirpal Singh from the Singapore Management University said that \"those who are wealthy, where money is not a concern, tend to take the scholarship lightly\".

He said: \"What we can do is give them the title - the scholarship without money. \"But awarding scholarships to above-average but financially needy students will help lift them out of poverty.\"

MP for Ang Mo Kio GRC Inderjit Singh disagreed that scholarships should be awarded on the basis of an applicant's financial status.

But he maintained that the criteria for scholarships should be fine-tuned.

On a first read, the boy's attitude is disgusting. And whne i think about it this attitude is really very worrying.

I really hope some reporter can trace out the boy's identity and interview him, his friend and his parents. May be the lady who was at the receiving end of this bad behavior can add her experience.

He should not go scott-free :torchme:
