What are the expectation (%) when it comes to P3?

So much guessing game here....can't understand the rationale of letting parents know their kids' standing among the cohort and the highest aggregate for their cohort? It's for the good reason getting the girls setting a target/goal for themselves for the new year.

95% and above is definitely not the norm for the top class. This only applies to the few top students in class (who are also the top students in the entire cohort). High 80% to low 90% should be the average in the the class.

There was no training conducted by the school at all. The girls will need to train on their own (by their personal swimming coach) and submit their training records to the school so that it can choose the girls for competition. :? Hence, credit should go directly to the girls and their outside coach rather than the school....
