Really impossible to direct hire Indonesian maid?

Can’t comment on tourist passport holders but Indon workers (or just maids?) now need a red card called the KTKLN which can only be obtained in Indonesia, as of earlier this year. The card is needed if the maid returns for a home visit and then is coming back to Singapore again. While still in Indon, she needs to go to an authorized agent to apply for this KTKLN, which doesn’t cost much. You can get the list of agents from the Indon Embassy and send her the details of the one closest to her home.
Once she has the KTKLN, you can send her the e-ticket for her to fly to Singapore and make sure you have done all the MOM online application. You MUST also complete the security bond or buy the insurance for it and submit the details to MOM before your maid arrives in Singapore, or she will be denied entry and sent back to Indonesia on the next flight. The insurance company can submit the details for you to MOM. It is not good enough for you to have the physical security bond document in your hands. It is useless if the info is not in MOM’s system. MOM transmits the info to ICA which then allows or denies maid entry into Singapore. So do this a few days before she arrives. -
Problem is, the Indon Govt seems to have implemented the new rules from May/June 2012. Can anyone who has direct hired after JUNE confirm that it is do-able?

I did the paperwork in June and my helper came in July. You can try calling the Indon Embassy. My mum did and got though but I also went down personally to enquire about the KTKLN and got the list from them. Best you do that. Just go to the domestic worker enquiry counter, no long lines. Didn’t use any Singapore agent.

She had worked in Singapore before under a different employer previously then returned home. My maid was not a home leave situation so I wouldn't know for sure. For those thinking of a direct hire, please go to the Indon Embassy and make your queries there as each case may have slightly different circumstances and policies can change. On the MOM side, the instructions on their website are pretty straightforward. Just remember to arrange for the security bond before her arrival and ensure the info is sent to MOM as I outlined earlier.
The reason why maid agencies charge so much is so you don't have to figure all this out yourself. It is possible to do but you need to put the time and effort into it and be prepared to go through some anxiety wondering if you have done everything right. If you missed something along the way, the maid may not be allowed to enter Singapore and put on the first flight back and then you still have to figure out how to get her to Singapore again. :? -
Junebug, I’m not enquiring about home leave situation. That one is clear cut.
I’m asking how your new maid managed to apply for her KTKLN card without the usual documents eg work permit, contract, ticket. Are these documents not necessary in the case of a new maid?
