It will make the citizen's chances less actually. Reason is very simple, phase 2B is the grey area and PR will actually all go for this phase. Chances for citizen's at phase 2B will then be less.

Don't even think about phase 2C...

If they think about the citizen and be fair with every citizen, take away phase 2B.
It just like buying toto, if there is luck, one ticket will do. If they really want to differentiate Cizens and PR then let the cizen ballot first followed by PR then foreginers.

Does this additional chance apply to phase 2B? Or it is only phase 3?

I believe it applies to all balloting situations....regardless of phase.

Does it mean that at Phase 2C, S'pore Citizens have extra ticket in the balloting? Example if balloting for 50 places where there are 100 applicants. 75 of them is SC & remaining 25 is PR.

Like that in the box there would be 175 tickets fight for 50 places? Since they said SC would be holding 2 tickets?

I think you are correct, in a nutshell.

That's the current system, and people are complaining.

I suppose the government is trying to balance the needs of citizens vs the overall policy of attracting PRs to Singapore. If the government had implemented what you proposed, we may not end up with any PRs. Even though the government has been saying that all schools are equal, majority of us here know that this is not true. Singapore citizens share this sentiment. So do the PRs. Singapore citizens want the best for our children. So do the PRs.

From the newspaper report, it says that PRs make up only 8% of the total school population. I wonder how far is this number for primary level? :?

I heard lots of foreign accent among the parents volunteers but they may have taken up citizenship so not under the 8% PR

Hence, impression wise, we thought there were more PRs in school? just my wild guess šŸ˜‰
