The change seems to matter most for people who live within 1km of their preferred school. A SC living >1km still has to wait after SC+PR get their places before eligible for balloting… So now, properties within 1km of popular schools will be even hotter!!

It may seem that the citizens' chances of winning may have doubled, but not necessarily so. Any expert in probabilities and combinatorics care to do some calculations?

This will just encourage more PRs to take the PV/clan membership/grassroot leader route to avoid balloting in P2C. They will be safe as long as there is no balloting in P2B.

I agree. PV being the 'easiest' of the 3 routes will see more PRs applications and hence more competitive.

Honestly, it is tough to be parents these days !

Distance has all along been a criteria. That's why you are already witnessing properties near to popular schools transacting at sky high prices. The only difference now, with the new rule, it seems to me that competition is being brought forward from P2C to P2B.

Nobody, if given the choice, will do nothing and hope that balloting in P2C will happen beyond their distance category. I am sure most of us, if possible, would rather go for \"certainty\", that is, try to be eligible in P2B. For some schools, balloting in P2B might occur in the > 2 km category but balloting in P2C could be for those staying < 1 km.

Yes, certainty is definitely better. The thing is, even PV is not entirely up to the parents' choice. We have submitted the application for PV, but have to wait for school's answer to know if we are selected to do it. And clan/church, they said being affiliated does not guarantee a place in desired school.

Sigh.... honestly, the P1 registration process in Singapore is the most stressful and complicated system I know; that is, unless you are ok about sending kids to just any schools around the block. There is a school nearby which attracts only 25 kids for their 150 vacancies at the end of 2C this year. I know MOE said all public schools are of the same standard and so on, but there must be some reasons why so few people want to send their kids to this school. A friend of mine who used to live across the street of this school moved away cuz that was the only school her kids were guaranteed to get in.

SC's changes will definitely not be doubled.
Take the simplest example of one PR and one SC balloting for 1 place.

Before the change, SC has 1/2 chance (so does the PR).
After the change, SC will increase to 2/3 chance of getting picked.
If SC's chance were \"doubled\", then he would be 100%.

True, P1 Registration is one of the most stressing event where a parent had to face when comes to it. Now PV also not easy as the school will try to pick & choose.

Staying at 1km also not confirm as very likley to have balloting situation. Therefore property of 1km radius from the school is so hot. I ever saw advertisement of Telok Blangah property put near branded school.

That's right. So, in fact, although each Singapoeran is given an extra balloting chance, his chance only increases by maximum of 16.67%.

I think this has nothing to do with citizenship. Some schools are very stringent in their selection of PVs. This will limit the number of PVs to ensure PVs get their places. The schools merely want to reward PVs with what they are after. Imagine spending 40 hours performing PV work, only to get balloted out in P2B. Hence, nothing wrong with schools setting strict criteria. It's more of a demand and supply situation.

In fact my son has just started his primary school education 3 days ago, in a school of our choice. God bless.

However, that was a long, exciting and extremely stressful journey for us. My son was being balloted out during Phase 2C. There was no prep prior to the registration in Aug 09 as we were too late for any PV or GRO (when we realise it in May/June 09). After the balloting exercise, I’ve expended all my revenues in trying to get my son into the school of our choice … and god bless, we managed to secure a place by Nov 09.

It is not about money, it is about your preseverance, determination and patient.

Anyway, in the entire journey of P1-2009 registation exercise, I’m grateful to Kiasuparent website for all the very detailed and up-to-date info and the proactive of the forumers, who willing to share their experiences with others. I’ve learnt alot here and I hope for those parents who just join in to seek for advice and info, you should participate actively in this forum to unfold your doubts.
