You're right, Chief, partly due to the fact that he has his soul torn into seven. But, even I, although I'm still a kid and have no where as much life experience as you and the other KSPs, know that it is very important for one to know how to love and care. I don't think Draco is evil. He was forced to become a death eater. And in the movies, there was a scene where he cried. This showed us the true side of him. This moment was where Joanne Kathleen Rowling showed us that within all the baddies, there's a human side. And that we are only human, and humans make mistakes.

But ok lah, he is normal bad, not death eater bad. Like a cross between irritating and evil.
