We are overseas. Do you know where I can find a description of what counts as CIP? Eg. Visiting an orphanage I presume can be counted, but what about travelling time there and back if it's in another town? What about preparation time if the kids perform skits, arrange games sessions etc?
This you have to confirm with the school. Usually most schools try to help their students in this aspect by also counting in travelling time and prep time. Btw, try to do 100h in Sec 1,2,3 so that in Sec 4 just do the minimum 7h so you can concemtrate on studies. Some of my friends had to skip school this year to attend famine camp for 30hours because they really did not have enough points.

Are the CCA points important only to those taking O level? How about for those doing IP?

I think points aren't important for ip sch students.

In some schools the cca grade contributes to their final GPA. I think rgs has that. Depends on which ip school you are in.

              No, rgs doesn't do that.

My DS has suddenly lot interest in St John CCA and wanted to change CCA to clubs. Has anyone change CCA at Sec2? Any advise on that?

Your DS will lose all the CCa points gained in Sec 1 and it can be hard work to accumulate points for the remaining 3 years to score well, though not impossible.

Persuade him to stay the course as I gathered from fellow forumners here that Uniform Groups are the easiest to score, but must persevere till Sec 4.

Not sure how true. He tried to compare with friends that join club and they get more pts than him. The commitment is high for uniform group and he worried that he cannot cope with his studies. And he also claim that his points will not reset as St John is a voluntary CCA unlike NPCC and NCC. However, I have request him to check in detail before making any major decision.

When I went for CCA briefing for my DS on Saturday, we were told that in UG, they have must attendance of 75% and above to get the points. Anything below that, they don't get any.

By the way, perhaps you want to clarify with your DS how his friends in Clubs chalked up the points. Is he sure all of them are from participation only? Or maybe, those friends he is talking about takes up Leadership positions or took part in competitions, etc.. .. or could it be CIP points that they gain and not just from normal participation in Clubs?
