Have you also checked out the toilets and classrooms at RI too??This is housekeeping or maintenance of the school done by external vendors. There should be several vendors such as garderners, cleaners, electricians, plumbers, cleaners.
Isn't there a budget every month to pay for these services?
Classrooms were being used during March holidays for camp, right?

My wife works at 1 of secondary sch, accordingly to her most Sec 3 students take HMT this year. -

Town council also provide general cleaning service for public housing. No doubt litters, dogs' poo and urine are everywhere but cleanliness are still maintain by an external vendor. Which auditor firm do they engage?

If one person clean, 35 people dirty the place, it's a losing battle. Cleanliness has to come from the user themselves. Cleaners can do the general cleaning, anything outside the scheduled work that requires them, the cleaners need to be informed. The people in your dd class must inform the cleaner if they are not able to clean up themselves.
Whether town council or school, I think this protocol applies for everyone's well being.
