No, you have to visit the school to see this personally. I think the school will disclose such information over the phone, too, since this information is already available.

Yes, provided there are vacancies in that school under phase 2C supp

But also note that ballot will also kick in if the demand in Phase 2C supp exceed the supply of the sch. That means you will have to go through the 2nd round of ballot!

I want to try enrol a school under Ph2B using the statutary declaration and subsequently I do not get in due to over subscription under Ph2B.

In Ph2C, do I still need to present the statutary declaration? Or it is optional for me ?
