Curious too... By right the CO usually say no appealing right from the start... By left... :siam:
That's why MPS usually has more people during P1 registration period. -
The RC chairman has to make recommendations for GRLs whose service is not up to 1 year in the RC he/she is serving.
Whether successful or not, depends on how the rc chairman writes about you. -

Appeal applies to exceptional case only so if the case gets approved, I doubt people want to share the news openly. -
