      From what i understand from reading this thread, it seems that the 1 year service can be partially as observer, and partially as EM. Meaning you dont have to be EM for 1 full year...Am I right?
      A observer is not considered as grassroot leader. To become a EM, you need to be screened and then the advisor will endorse your application before submitting to PA HQ for approval. Once approved, you will received an appointment letter.

        And correct me if I am wrong. To get to EM from time of joining the NC/RC, it depends on various factors e.g. vacancies, whether u pass screening, whether u can get endorsement etc. No hard and fast rules on timeline. Right?

          You are right. Note that it is the ACM who submit your application and he will normally do it every two years when the RC term end at April. Unless the RC Chairman is 'super on the ball' but he might need to remove some 'sleeping' EM to make room for you.

            Noticed a couple of PRs in my RC’s EM… duh… they really on the ball… what’s the catch?

              Just ask my auditor about my application. He said it was still scanning and pending. Haiiiii, i think cant get EM on March 2010. Got to have Plan B for my DD1 now. So sad 😢 😢


              Just curious about why you are asking your auditor about your application? Auditor's role is to audit the account of the RC or Grassroot Organisation. You should be talking to your assistant constituency manager about your application.

              For your info, you might want to read up RC rule & regulation in http://www.pa.gov.sg/media-files/about-us/Rules-RC-04-09.doc to understand the RC organisation. Note that a lot of RC members (even chairman) are not familar with RC rule & regulation.

              An ACM (assistant constituency manager) will be present in every meeting to act a spoken person for PA.

              There is two process for the appointment of community leader, screening & application. The screening process check whether you have any criminal record or involve in any 'prohibited' religion or organistion so as to maintain the good and clean image of community leader. Once you pass the screening process, the assistant constituency manager will get the advisor to endorse your application before sending to HQ for processing.

              You might want to check with ACM which stage your application is at.

              thanks for ur info, i had read it and understand that i will b AM not EM but still can enjoy the benefit same with EM. My ACM send in my app in Dec 09 fro scanning and now is still pending. Do u think i can b in time? Every time i saw him, i will ask about my app how it is. Hai, realli hope it can b faster. 🙏

                Why r u AM and not EM? U dun reside in the designated zone?

                      The deifnition under MOE is 'Current serving executive committee members of the Residents’ Committee (RC), Neighbourhood Committee (NC), Citizen’s Consultative Committee (CCC), Community Club Management Committee (CCMC) and the Community Development Council (CDC) are eligible to register their children under Phase 2B.'

                      The only reason I guess might be that RC & NC members are restricted to the area which they reside in while CCC & CCMC are the 'management team'.

                      Maybe can double confirm with ACM (more reliable source than Chairman unless your Chairman is super 'on the ball' type).

                        I agree \"CCC & CCMC are the 'management team'\"... so they are not limited to their own GRC... so don't think they will accept just any tom, dick,harry as members... usually some MD, bosses kind... just my guess 🙂
