Imagine, if moe had assured that even foreigners kids will get places in our public school, you and I will be subsidizing the education of these kids through our taxes! That would be ridiculous!
Thankfully, the minister only meant SC and PR kids when he said all kids will get a place in primary schools.

Actually if phase 2a2 parents who fail balloting subsequently join 2b (if eligible) or 2c, then competition for places in 2b n 2c will go up. Parents with no connection may still not have a better chance to get kids into the school. Demand n supply remains unchanged still for entire p1 exercise…where then is the solution govt trying to provide?

I feel strongly the 40 should not be taken from phase 1. Phase 1 is needed for the very practical reason it makes it convenient for parents with more than 1 kid. 40 Places Reserved to Ensure Open Access to All Primary Schools
1. Starting from the 2014 Primary One (P1) Registration Exercise, the Ministry of Education (MOE) will reserve 40 places in every primary school for registrants in Phase 2B and 2C to ensure continued open access in all primary schools.
2. The 40 places will be reserved before the start of the P1 Registration Exercise.. -

You are hoping against hope. The system already says that balloting may occur at all Phases after Phase 1, should demand exceed supply. And distance will come into play.koppie:

If, like all other later phases where distance makes a difference in eligibility for balloting, distance is a factor for alumni balloting, then it creates 2 possible scenario.
1. It drives property prices within 2km further up as alumni will now enter the property market as well.
2. It makes more people unhappy. Alumni will be stressed with balloting, those with no connections will be unhappy alumni is now driving property prices higher and maybe even beyond reach for them.
So for alumni balloting, I feel distance should not come in. -

Just thinking aloud here. Looking at the P2B Schools Conducting Balloting, I've noticed the following comments for the following schools,
\"The school has places for only SC children residing within 1km of the school. No balloting will be conducted.\"
The schools being, ACSJ (47/73), ACSP (24/31), Hong Wen (51/72), Kong Hwa (41/46), MGSP (40/57), SCGSP (22/23). ie. Name of school (2B vacancies/No. of children registered 2B).
Apart from Kong Hwa and SCGSP, the number of children registered for the schools mentioned far outnumbers the number of 2B vacancies. I find it interesting that the exact number accepted equals the exact number of SC within 1km. I'm guessing that this is only possible if the applicant (SC/PR) has the exact status of the registration numbers (including breakdown of SC, PR, Distance information) close to the closing of 2B on 23 Jul late afternoon and hence registers accordingly.
Somehow, the numbers seem too \"exact\" imho. Perhaps I'm missing something here.

My own speculation is this. A directive may have been given by MOE with the intention to minimize balloting. So these schools were allowed to take in a few more students, but only SC ones, than the vacancies they have. Could be an initiative to appease the ground, amidst the uproar of protests and people calling for tweaks to a system many think have gone wrong... -
