You may have to take a chance. Do monitor the situation till the third day and you'll know how good your chances. Call the school during lunch of the last day and ask them the numbers for <1 km, 1-2 km and >2 km versus the number of available seats, then you'll know how good your chances are.

Bell rings for assembly at 7:45 am but children are encouraged to be in school atleast by 7:30 for silent reading

I had checked the moe website. Does it mean that as there are vacancies more than the applicants, all the applicants will get in?the leftover vacancies will go to phrase 2c?
