Hi can I ask, if the parent is from the secondary school (catholic hi, st Nicholas etc) and the join alumni, then would that make them eligible under phase 2a, where parents are alumni? -

Alumni refers to alumni of the primary schools, not secondary schools, unless the school concerned is a full school. -
I would think at least they would have bother to ask the schools whether they can register or not despite more than 2 Km away? Or that the schools would have just given them a call to let them know it’s impossible to get into the schs coz balloting under 1km?? At least bring the chance to other schools lah.

This is P2B we are talking about. So, unless the parents have done PVs in more than one school, or are grassroot leaders, the choices they have are limited, right? -
If they are PVs or grass roots, all the more reason they would know the rules right?

more likely SHHK members, whose letters only entitled them to register at 1 pre-chosen school under p2b. so withdraw also pointless.

seems like the letter for grassroot is the most flexible.
with this important letter in his hand, grassroot leader eyes ‘hawking’, monitoring the tense, anxious situation out there closely, & ‘strike’ like a eagle at the school that offers him the highest prospective chance of entry.
in contrast, Hokkien Huay Kwan letter more inflexible. Tie the applicant down to only one school.
same for PV, unless he happen to PV in more than 1 school. -
